weekending and starting any new month. good morning. i'm wisdom martin. >> i'm sarah simmons. let's go for north carolina where the final prep rigs for the democratic national convention are under way. >> it all kicks off tomorrow. the first lady is among the speakers. fox's nicole collin is live in charlotte with a preview of what is to come. good morning, nicole. >> reporter: good morning. it is departments it is a turn to make their case to the american -- it is democrats' turn to make their case to the american people. david a el rod called the republican convention a terrible failure and said that, unlike republicans, democrats will present a clear agenda. some 6,000 delegates and tens of thousands of others cop verging on charlotte, north carolina for the democratic national convention. but along with president obama's supporters are his critics as anti-obama demonstrators gather. >> these democrats are not what they seem and people have to

understand that. and that is the message i'm bringing. >> reporter: the president's team laying out the case for a second term and framing gop presidential nominee mitt romney's approach to the economy as a return to republican policies of the past. >> what mitt romney is going to offer america is top down, trail trickle down fairy dust. it didn't work then. it is not going to work now. >> reporter: president obama continuing the theme while speaking to students at the university of olympic olympic sunday giving this critique of last week's republican national convention. >> despite all challenge that we face in this new century, what they offered over those three days was an agenda that was better suited for the last century. it was a rerun. it been on nick at nite. we've seen it before. you might as well have watched to a black and white tv with some rabbit ears. >> reporter: president obama will accept his party's nomination to thursday night.

sunday schedule today for the labor day holiday. no marc or vre. let's take a live look at the roads. you are seeing nice light volume on 95. no real issue as you leave the prince william parkway, past the occoquan. you should be in good shape. hov lanes are running northbound. restrictions are lifted and they will be running northbound through 11:00 a.m. tomorrow. beltway looking good here in virginia leaving springfield up towards 66. 66 itself, we do have reports of an accident traveling westbound, so between 123 and route 50, want -- watch for some traffic there. the right lane is blocked. the beltway looks good in maryland leaving 95 college park heading into silver spring. do watch for the response for a building fire, 175 at dorsey run road in howard county. that's a check of your fox 5 on-time traffic. >> thank you. some of our top stories this morning, an all-too-

familiar scene, a section of northwest d.c. hit with severe flooding. >> it happened in the same neighborhood, the bloomingdale neighborhood. the rain turned some streets into a river stranded drivers, caused multiple power outages and closed down the sure howard university metro station. this area saw similar flooding three times in july. resident are desperate for a solution to this problem. is pr >> it has happened now and it is getting frustrating. you can tell when the storm drains are backing up that the drains are going to go and you're going to take on water and there is nothing you can do about it. >> just last month, mayor vincent gray announced he was establishing a task force to address the flooding and sewer backup issues in that area. here is a look at just out bad the flooding was in the bloomingdale neighborhood. this was the scene along rhode island avenue in northwest last night. someone had to be rescued from their car. as you can see, several vehicle

the reverend sun myung moon has died. he became known for holding

mass weddings. the church also built a business empire which included "the washington times." the reverend moon died of come indications from pneumonia. he was 92 years old. a chain to improve background checks of afghan police recruits. it comes after 15 americans and 30 other nato service members were killed. u.s. special operations forces have suspended training for now to allow more time to background checks on recruits. insurgents have been working their way into the recruiting ranks and shooting their trainers. nato is also establishing a system that will allow afghan police sapped soldiers to anonymously report suspicious activity. some flight delays across airports in our area yesterday morning. flights at reagan, bwi and dulles were stopped for about 25 minutes because after fire at a regional air traffic control facility. it impacted less than 20 flights. the faa says a refrigerator caught fire in an office area.

rain changed plans slightly for this year's labor day concert put on by the national symphony organization stra. it had to be moved from the west lawn of the capitol indoors to the kennedy center. a hewn crowd furnish turned out for the free event with some concert goers watching on closed circuit televisions in the hallway. look atal those people. >> free concert. they want to try to get in. >> it would have been cool to get down there and see that. >> not that often that they play free, i don't think.

it is the remnants of isaac moving through since about saturday. it is a slow mover here. it will be with us for another couple of days. one or two sprinkles just south and west of washington. otherwise, a lot of cloud cover. a little fog in spots. a little fog out to the west in spots. otherwise, going be for a mostly cloudy day. you might see a peek or two of sunshine. you can see the action just out to our west in eastern kentucky and ohio and west virginia and all of that is kind of rolling very slowly to the east. so i think chances that we'll see showers and storms likely later today and then again tomorrow and even wednesday. honestly, even thursday, we have the threat of a shower or thunderstorm. the real dryout doesn't get in here until hate this week when a cold front will push this whole tropical mess off it our east. let's do the futurecast. put it in motion and show you the showers kind of popping up. here we are at 1:00.

notice not raining areawide here if you are going to the nationals-cubs game later today. i think we'll be able to get it in but be prepared for the possibility of rain showers. later this afternoon, additional showers kicking up here and there with a lot of cloud cover. a lot of humidity and then we'll do it all over again. and tomorrow, i know tomorrow, back to school, back to work. showers back in the forecast as well. 83 today. mostly cloudy and humid. showers and storms likely today. about a 70% chance. good chance some of those could be locally heavy. 86 tomorrow. we are going to warm opportunity. it will be steamy around here for the next couple of days. by wednesday and thursday. highs in the upper 80s. a cold front late thursday will cool us down and most importantly dry us out by friday and the start of the weekend with highs in the lower 80s. we are after all september now so we should be turning the corner to some cooler temperatures pretty soon. >> and now let's find out if anybody is going to work today besides the four of us.

plan to turn the economy around over the next four years. >> we need to have a forward looking conversation about what it takes in the 21st century for all americans. >> reporter: both premier and his opponent mitt romney have very different ideas on how to move the country forward. former white house chief of staff and current mayor rahm emmanuel suggest the president's policies are turning things around. >> the economy is not in a secession. the auto industry isn't near collapsed but is striving. financial industry that was once facing a melt down, now starting to lend again to home owns, small businesses and kids going to college. >> reporter: others say country is not moving forward at a fast enough pace. >> we are adding about 128,000 to the economy each month. that is not enough to keep pace with even population growth. you need to be looking at 300,000, 400,000 jobs a month on a consistent basis if you

washed up in the flood waters up here. it is almost look you can see where the water line was as the water rose. it often floods here. that is what happened last night as the rain came down. the street filled with water sweeping cars down the street in fast-moving rivers. people had little time to react the the d.c. fire department rescued several people trapped on their cars or on top of them. some cars a total loss. this all comes less than two weeks after city leader announced they had formed a task force to try to figure out what is behind the constant flooding. d.c. water is inspecting the tunnels to search for possible blockages, something that could be addressed immediately. a long-term plan is in the work but won't be done until 2025. >> i kept tabs on it. i would like to know whatter when a going to do. we can't wait for 2025 to come through for this to get fibbed.

>> reporter: here what is he is dealing with like so many others in the neighborhood. his home is flooded again. there is extensive damage. it washes in from outside but it also backs up from the sewage system. people are fed up but they don't know what else to do. city leaders do understand their frustration. mayor has given the newly formed task force about four months to try to come up with some answers. that is the latest here in bloomingdale. back to you. >> thank you so much. the latest now from the campaign trail. >> the democratic national convention gets under way in charlotte, north carolina this week. first lady michelle obama will speak at the event tomorrow on its opening day. the convention will be held at two venues, the time warn are cable arena on the first two days and then thursday, it moves to the bank of america stadium where president obama will officially accept the nomination.

fox 5 is monitoring metro this morning. >> some changes in the system took effect over the weekend but a move to make smartrip cards more accessible isn't ready just yet. john henrehan has more. >> reporter: among transit systems, metro is a pioneer in implementing an electronic fare card system that is simpler for customers and costs metro a lot less to maintain than its old

paper-based fare cards. the paper fare cards primarily used by tourists are still available. paper users pay a whopping $1 surcharge for every train trip. metrobuses are also cheaper when smartrip cards are used to pay. earlier this year, metro estimate more than 08% of bus users pay with smartrip cards and nearly 90% of rail riders also use the payment. as of september 1st, most smartrip cards will need a minimum of $1.20 to enter the system fp you rent store online, metro will put a $3 credit in the account. metro had also promised to expand the dispensing machines for smartrip cards to all 86 of its stations. the new machines are in. but they're wrapped in plastic and not operational. unlike the existing machines which have braille on their surfaces for instructions for the blind, the new machines

have no braille and no audio component. metro spokeswoman caroline lucas told us by phone the transit managers have made an internal decision to keep the new distribution machines turned off until they're fully compliant with the americans with disabilities act. some metro customers question that decision. >> metro has a lot of problems. why not make something a little easier for the public. >> reporter: you say turn on the machines now. >> turn on the machines now. turn on the machines now and make it widely publicized when the other features are added. >> reporter: although metro promises to have working smartrip distribution machines at every station, you may not find them at every entrance to every station. this is the yen officer street side of the friendship heights station and on this side, no dispensing machine. metro manageers say the new machines that are in place should be retrofitted with

braille and audio and turned on in the next two months. >> metro is expecting lighter than usual ridership today because of the labor day holiday. the system is running on a sunday schedule and expects slower than usual service on a stretch of the green and yellow line. also keep in mind that the shaw howard university station is closed because of flooding. >> that was a mess down there last night with all that rain that came through in that neighborhood and then the metro stop. >> once again, yeah. we'll do it once again today unfortunately. lots of clouds out there. can you feel the water in the atmosphere. a lot of humidity out there. and it is not going to take a lot to drive some more showers and additional thunderstorms. it is all the remnants of isaac that will be working through here the next couple of days. unfortunately, showers and storms in the forecast for the holiday. >> all right. but it will look better later in the week, right? >> yeah. you got to hang in there. we have a seven-day forecast. and i promise by the seventh

day, things will look better. it won't be that far but the next couple of days look a little shaky. we are in the 70s. i want to he show you dew point temperatures here. it is not a terribly comfortable morning. of course, overnight lows in the mid-70s never comfortable but particularly not in september. 76 in washington. 78 in annapolis. quantico, you are 80 degrees. 73 in leonardtown. 70 70 in martinsburg. en any time you get above 70, you are in the very up comfortable range and the entire region now 70 or above. parts of the area getting close to the mid-70s closer to the bay. 7 # the current dew point in annapolis and baltimore. 72 in quantico. it feels like a wet blanket when you step outdoors. -- 78 the current dew point in and list and baltimore. it will be very uncomfortable as the showers and storms will fill back in.

yet, wisdom. what drives all weather systems? sunlight. the sunlight is not distributed evenly on planet earth. we get more sunlight near the equator than we do in polar areas. that is why we're warmer there be and colder in polar areas. you see the lines on your map there, those are latitude and longitude lines. roughly between the equator and 30 degrees north and 30 degrees south from the equator, the weather moves from east to west. it is what is called the trade winds which were sort of famous back in the day with sailors. from zero to 30 degrees north latitude, the weather moves from east to west. that is where most hurricanes, most thunderstorms develop. they move from east to west. then, as they are pushed to the

north through a process they get to 30 to 60 degrees. that is called the westerly. es. 30degrees is roughly northern florida. from 30 to 60 degrees latitude, the weather moves from west to east. >> manying that line going through florida and north of there, that goes from west to east. >> yes. so that is why we're more familiar with weather coming in from the west while in the tropics the weather move from east to west. >> so is that why when the hurricanes come in, they kind of tend to push back out towards the coast. because they come in and try to hit towards land and they get pushed back out. >> the very simply, yes. this is an area of high pressure that often develops in the western atlantic called the bermuda high. it often has to be steered around that bermuda high and that is why we see them curve in and around.

for something fun to do on this labor day that's going to happen rain or shine, i have it. they are getting set for the 13th annual cliffton car show. they are already getting ready and this is just the beginning. there are going to be 400 classic, custom, motorcycles, you name it. it's put on each year by the lion's club and custom cruisers. also raises money for a good cause. this year northern virginia therapeutic riding program and also life with cancer we're going to talk about. and they also have things like an annual chili cook off and get a taste. and also they have live music. one of the bands are going to play for us as well. and remember, rain or shine here. >> they are hard core. it's going off no matter what. >> i remember them from last
